Call to Order and Roll Call.

ITEM NO. 3 Mayor’s Announcements & Recognitions.
ITEM NO.  4  Public Hearing:
ITEM A 

Public Hearing - Proposed acquisition of tracts of land, known as the West Ward School property, to be used for land banking and located in Red Willow County, Nebraska, described as follows:   

Tract 1:  All of Block 7, Sixth Addition to the City of McCook, together with the east half of the vacated alley in said Block adjacent to said property

                        AND

Tract 2:  Situated upon and being a part of the Southeast Quarter of the Northeast Quarter of Section 30, Township 3 North, Range 29 West of the 6th P.M., Red Willow County, Nebraska together with a strip 10 feet in width, that being a vacated alley.

 

ITEM B   Adopt, and authorize the Mayor to sign, Resolution No. 2008-01 approving the terms and conditions of the Purchase Agreement with Option between the City of McCook and Jon Morrison for the purchase  of a tract of land located in Block 7, Sixth Addition to the City of McCook and a miscellaneous tract located in the Southeast Quarter of the Northeast Quarter of Section 30, Township 3 North, Range 29 West of the 6th P.M., Red Willow County, Nebraska; and the vacated alley located between these two tracts of land; total purchase price of One Hundred Thousand Dollars ($100,000.00).
ITEM NO. 5 Consent Agenda:
*The Consent Agenda is approved on one motion.  Any item listed on the Consent Agenda may, by the request of any single Councilmember or public in attendance, be considered as a separate item under the Regular Agenda.
ITEM A     Approve the minutes of the January 7, 2008 regular City Council meeting and the January 10, 2008 special City Council meeting.
ITEM B 

Receive and file the minutes of the November 14, 2007 Library Advisory Board meeting.

ITEM C   Authorize the Mayor to sign the Certificate of Compliance for the 2007 Maintenance Agreement between the City of McCook and the Nebraska Department of Roads.
ITEM D Approve the Agreement Renewal for the Maintenance Agreement No. 17 between the Nebraska Department of Roads and the City of McCook and authorize the Mayor to sign.
ITEM E  Approve the Preliminary Engineering Services Agreement with W Design Associates for Nebraska Department of Roads Project No. ENH‑73(20) Control No. 71067, the McCook Inner Loop Trail, and authorize the Mayor to sign.
ITEM F  Approve the plans and specifications for the Kelley Creek Walking Trail Project No. STPB-73(19) and authorize the staff to set a bid date as soon as the State of Nebraska allows.
ITEM G  Approve Supplemental Agreement No. 3 with the Nebraska Department of Roads, allowing for an extension of time to May 1, 2008 to have a construction contract in place for the First Phase of the Kelley Park Walking Trail and authorize the Mayor to sign.
ITEM H  Approve the application for a Special Designated Liquor License submitted by the McCook Area Chamber of Commerce for their Annual Banquet to be held at the Red Willow County Fairgrounds Community Building, 1408 West 5th Street, from 6:00 P.M. to 11:59 P.M. on February 23, 2008 with an alternate date of March 1, 2008.
ITEM I Ratify the Mayor’s appointment of Judy Dow to the Housing Agency Board to replace Elaine Mizell - term expires November, 2010.

Approve Ordinance No. 2008-2806 providing for the continuation of the 1% City Sales and Use Tax upon its third and final reading.

ITEM NO. 6

Approve Ordinance No. 2008-2807 providing for the imposition of the 1/2% City Sales and Use Tax upon its second reading.

ITEM NO. 7

Approve Ordinance No. 2008-2807 providing for the imposition of the 1/2% City Sales and Use Tax upon its third and final reading.
