Call to Order and Roll Call.

*A copy of the Open Meetings Act is posted by the entrance to the Council Chambers and is available for public review.
ITEM NO. 1 Invocation - the McCook Ministerial Association, Allen Jackson, First Baptist Church.
ITEM NO. 2 Citizen’s Forum.
*The Council welcomes your input.  You may address the Council at this time on items that are not on tonight’s agenda.
ITEM NO. 3 Mayor’s Announcements & Recognitions.
ITEM NO. 4 Consent Agenda:
*The Consent Agenda is approved on one motion.  Any item listed on the Consent Agenda may, by the request of any single Councilmember or public in attendance, be considered as a separate item under the Regular Agenda.
ITEM A     Approve the minutes of the December 17, 2007 regular City Council meeting.
ITEM B 

Receive and file the minutes of the April 26, 2007 Parks Advisory Board meeting, the May 24, 2007 Airport Advisory Commission meeting, and the October 4, 2007 Tree Advisory Board meeting.

ITEM C   Ratify the Mayor’s appointment of Mike O’Dell to replace Ruth Leopold on the Community Redevelopment Authority Advisory Board - term expires November, 2010.
ITEM D Receive and file the Easements, Certificates of Negotiator, Call Reports, and Donation of Road Right-of-Ways for the First Phase of the Kelley Park Walking Trail which are all required by the Nebraska Department of Roads.
ITEM E  Approve and authorize the Mayor to sign the Right-of-Way Certificate for the construction of the First Phase of the Kelley Park Walking Trail.

 REGULAR AGENDA

ITEM NO. 5

Approve Ordinance No. 2008-2806 providing for the continuation of the 1% City Sales and Use Tax upon its second reading.

ITEM NO. 6

Approve Ordinance No. 2008-2807 providing for the imposition of the 1/2% City Sales and Use Tax upon its second reading.

ITEM NO. 7

LB701 update from the City Attorney regarding the Friends of the River Lawsuit Amicus Curiae.

ITEM NO.   8 

Executive session for a strategy session with respect to a potential real estate purchase. 

*If the motion to close passes, then the presiding officer shall announce immediately prior to the closed session:

"At this time, pursuant to the Nebraska Open Meetings Act, a closed session will be held for the purpose of [restate the entire motion].  We will reconvene in public session following this closed session."
