Call to Order and Roll Call.

*A copy of the Open Meetings Act is posted by the entrance to the Council Chambers and is available for public review.
ITEM NO. 1 Invocation - the McCook Ministerial Association - John Albrecht, McCook Harvest Church.
ITEM NO. 2 Citizen’s Forum.
*The Council welcomes your input.  You may address the Council at this time on items that are not on tonight’s agenda.
ITEM NO. 3 Mayor’s Announcements & Recognitions. 
ITEM NO. 4 Consent Agenda:
*The Consent Agenda is approved on one motion.  Any item listed on the Consent Agenda may, by the request of any single Councilmember or public in attendance, be considered as a separate item under the Regular Agenda.
ITEM A Approve the minutes of the March 19, 2007 regular City Council meeting and the March 26, 2007 special City Council meeting.
ITEM B Approve the Hold Harmless agreement required by the Board of Zoning Adjustment and adopted by the McCook Public Power District Board regarding a communication tower to be constructed within a 3-mile radius of points located at the City of McCook Regional Airport.
ITEM C Adopt Resolution No. 2007-09 certifying that the City of McCook is considered to be capable of providing public transportation for its citizens.
ITEM D Approve the Application for Public Transportation Assistance for the City of McCook FY 2007/08 and authorize the Mayor to sign.
ITEM E Approve the request from the McCook Public Schools to use city-owned portable bleachers for the Class B District Tract meet on May 10, 2007.
ITEM F  Approve drawings and specifications for replacement of Water Main on East 5th Street from "M" Street to Park View and set the date to receive bids for April 24, 2007 at 2:00 P.M.

 REGULAR AGENDA

ITEM NO. 5

Approve Ordinance No. 2007-2790 providing for the rezone from Industrial Light (IL) to Industrial Heavy (IH), part of Block Fourteen (14), all of Block Fifteen (15) and Block Sixteen (16), vacated Twelfth Street West, and vacated Dawson Street, all in West McCook Addition to the City of McCook, Red Willow County, Nebraska upon its second reading.

ITEM NO. 6

Approve Ordinance No. 2007-2791 providing for the amendment of Appendix III, Solid Waste Collection Fees, of the McCook Municipal Code to provide for waiver of disposal fees for certain Affordable Housing Programs and to provide for partial waiver of fees for demolition of certain residential dwelling units upon its second reading.

ITEM NO. 7

Approve the request from the Quasquicentennial Committee for their "Party On the Bricks" to close West "C" Street  between Norris Avenue and First Street West from 12:00 P.M. through 1:00 A.M. and to allow a street dance with live bands performing from 6:30 P.M. to 12:30 A.M. on Saturday, May 5, 2007.

ITEM NO. 8

Approve the application for a Special Designated Liquor License submitted by the McCook Chamber of Commerce for a beer garden to be a part of the "Party On The Brick’s" event, being organized by the 125th Celebration Committee, on May 5, 2007 to be held on "C" Street between Norris Avenue and First Street West from 5:00 P.M. to 12:00 A.M. 

ITEM NO. 9 Receive and file the Proposed Budget Calendar for the FY 2007/2008.
ITEM NO. 10 Executive session for a strategy session with respect to pending litigation - Steve Fritz, Airport Agricultural Land Lease unpaid rent.

*If the motion to close passes, then the presiding officer shall announce immediately prior to the closed session;

"At this time, pursuant to the Nebraska Open Meetings Act, a closed session will be held for the purpose of [restate the entire motion].  We will reconvene in public session following this closed session."

 

ITEM NO. 11 Authorize and direct City Staff regarding unpaid rent from the Airport Agricultural Land Lease with Steve Fritz.
